A combination of:

* Hot air rises out the top. This draws cool air in through the bottom, pulling the curtain with it.
* Hot air has lower pressure, so the cooler outside air has more pressure, causing the curtain to move towards you.
* Moving air has lower pressure. The spraying water moves the air all around allowing the higher pressure outside air to push towards you, moving the curtain.
* You are attractive which means things will be drawn towards you, especially when naked and shower curtains are known for being unable to control their primitive urges.

Having sufficient weight at the bottom of the curtain is usually enough to deter the movement. A lot of curtains come with magnets in them to make them stick to the tub.
