It’s caused by [Bernoulli’s principle](https://en.m.wikipedia.org/wiki/Bernoulli’s_principle). Basically, since the water coming out of your showerhead is moving pretty fast, it displaces a lot of air as well. This fast moving air/water causes the air in the shower to be lower in pressure than the air outside of the shower so your shower curtain begins to push into the shower.
