eli5 Why do some cars rust?

Why do some cars rust and others don’t? I realise that every car will probably develop rust at some stage but excluding environmental factor, why does it happen to some more quickly that others?

Cheaper materials?
Improperly treated materials?
Cheap paint used?

Other thing to consider: some car bodies are made of aluminum, plastic, or other materials that won’t rust at all.
