Massage therapist here. No, it’s not about fat distribution. These dimples are cause by the fact that it is the place your back muscles attach to your hip bone. If your back muscles are in an average or good shape, then you most probably have them visible. But if you’re tense, have had a back injury or developed these muscles and/or tendons in an irregular way, then your skin might show these symptoms by “masking” them – basically your back body has to compensate with other things to work. It’s even possible that when you’re really tense, one day you have them visible, and the next you don’t see them (in that case it’s fairly easy to relax your back with a good massage or stretching workout so they come back).
Basically not having the proper muscle distribution makes them invisible, but you most certainly have them. You can touch your hip bone and try to find a place on your back, where it’s only skin, fat and something hard under the touch, without the muscles. If you want them visible or maybe have problems with frequent back pains, headaches or sciatica symptoms, then consider getting in touch with a specialist (massage therapist or physiotherapist). Sometimes regular work out WITH a proper stretching afer may do the trick (yoga, pilates, swimming are great for that).
