Hurricanes start in the Atlantic and it depends on water temperature, currents, and air currents. The coriolis effect helps.

It’s just the “luck” of conditions; similar to how it still rains in December (instead of always being snow); or how not every thunderstorm will produce a tornado…or even more basic some storms are accompanied by a lot of lightning but others aren’t
