We’re still making improvements to car engines, even though they’ve been around for centuries and commercially available for over a hundred years.
Even with all the money going into making over 1 billion cars, we still haven’t perfected the car engine.
Rocket engines, on the other hand, are devices that are
* made in much smaller numbers
* cost much more individually
* have much higher engineering challenges in terms of temperature and working conditions
* have far fewer people who have expertise in them
Consider that every time a rocket engine designer dies / retires a much larger percentage of the overall expertise is lost than when a car engine designer does.
As such rocket engines are far more temperamental than most engineered devices on earth, and will likely continue to be for the foreseeable future.
