Wouldnt a solid rubber tire do the same job with no risk of punctures?

Air pressure is easily adjustable. Hardness of rubber is not.
In addition to being way too much unsprung mass, the rubber would have to be VERY soft to provide a comfortable ride, and would therefore not last very long at all
