personally i have never seen this occur, but i will try to produce a believable explanation.

When you look at a computer screen from above, the screen appears tilted; The screen takes up less space on your field of vision the more tilted it becomes. Despite this, it still produces the same amount of light. Since the screen appears smaller, but still produces the same amount of light, it gives the effect of appearing brighter.
