Eli5: why does blurring someones eyes in photographs blurs their identity?

I like this question.

But I have often wondered why Wild West Bank robbers covered their nose and mouth with a mask. But super heroes cover their eyes/cheeks.

Are humans really that bad at recognizing faces with half the elements missing?

If someone were to create a picture using a famous persons eyes/hair onto another famous persons mouth and chin (a horizontal split face) I would like to think I could recognize both faces.
