Eli5: Why does cold feel wet?

What cold and wet have in common is that they both usually absorb your body heat energy in normal temperature through conduction, therefore making you feel colder in that area.

When you touch metal and water they both absorb your heat for example, and your body might confuse those two similar experiences.
