In short, why does the the TV doesn’t need a fan to cooldown and PC requires one while dealing with high definition videos?

TV is playing back an already rendered and exported video file. A GPU is actually rendering (generating) the pixels. This takes a lot more power to do. Once the gpu renders something, you can capture it into a video file and play it back on anything for much less processing power.
