The hard water reacts with urine, causing the precipitation of the salts.
I don’t know whether the salt deposits are just limescale from the water or a compound formed from a reaction between the urine and the limescale. They’re more resistant to acidic descaling solutions (HCl, etc) than plain limescale. These deposits can completely block the drain pipes from urinals.
Waterless urinals are available and save on both water and cleaning costs; they’re also less smelly.
