Eli5, Why does heat slow down a computer?

Heat wouldn’t slow it down for as long as there is sufficient cooling capacity. If the temperature rises past a certain point, then a protection mechanism in the computer processor kicks in, which reduces the clock frequency and power dissipation which is proportional to the frequency and voltage. Now the processor can do fewer calculations.
