Sex is how most higher animals procreate (make baby animals). In order to encourage procreation, the act is considered pleasurable. Animals are motivated by pleasure. The pleasure of a full belly after eating, sleep when tired, an orgasm when procreating, etc
It wouldn’t make any sense for the somatic nervous system to do so and if the central nervous system controlled it, we would just be hitting that pleasure button all day. The autonomic system is what responds to sex with orgasm to encourage us to find a partner and have lots of sex. And thus procreate.
