Eli5 Why does top coat (clear) nail polish always cause the nail bed to feel cool when applying? Even on top of colour polish, which doesn’t have that feeling of coolness?

The nail polish contains and organic solvent while it’s liquid. When the nail polish dries, that solvent evaporates. Evaporation takes energy. In this case it absorbs heat from your body, creating a cool sensation. Evaporative cooling like this is also why we sweat when it’s hot.
