Tap water has lots of little bits of rocks, metals, salts, bacteria and other funky stuff inside it. When all the water dries up, the stuff is left behind leaving a streak on the glass.

Minerals, if you use concentrated windex, don’t use tap water, use distilled water, no streaks.

Off topic but apparently one way to remove dried out watermark left behind is just by wiping them with baking sheets or parchment paper.

Water is rarely pure, so when it evaporates there will be leftovers in the glass. For drinking water it’s often times minerals, for your windows it’s polluted air that goes into the rain clouds. Also explains why our elderly people complain about having to clean the windows more than they used to.
