An idea has to be really popular to have enough support to amend the Constitution. Really really popular. No, more popular than that. And generally speaking, anything that popular can probably be covered by a regular normal law. You probably don’t have to amend the Constitution to get it done.

Anything that you’re *really* pissed about (abortion, guns, whatever) is likely highly controversial as well. You might be able to get control of Congress, and have a friendly President in office, and manage to squeeze through a bill on that subject. But you don’t have support of 3/4 of the states. Because it’s controversial.
