eli5: why is anesthesia not applied in these cases?

Piercings and tattoos, I mean. Wouldn’t it be easy if we just applied anesthesia? I don’t know if there’s a reason why, but I do wanna know.

*Also, why isn’t anesthesia applied for IUD insertion?

Anesthesia can easily kill people if administered wrong. Only licensed medical professionals are allowed to use it. It probably *could* be done, but the cost would be prohibitive. But there could also be rules about it not being allowed for none medicap proceedures. As for IUDs, it is probably not done because the risks involved are not justifiable for the type of procedure.
