eli5: why is anesthesia not applied in these cases?

Piercings and tattoos, I mean. Wouldn’t it be easy if we just applied anesthesia? I don’t know if there’s a reason why, but I do wanna know.

*Also, why isn’t anesthesia applied for IUD insertion?

Also, localized anesthesia (Novacaine for example) is already a painful shot to get. No sense in getting a painful shot to avoid feeling a similar level pain (piercings).
