Is it just evaporative cooling? Is there a way to prevent being cold?

The water is hotter than the air around it, so you feel cold even though its not neccessary “cold” temperature wise.
The only way to prevent it would be to raise the air temperature to the same level as the water, but that would be incredibly uncomfortable.
