eli5: Why is it so hard to fight robo/spam calls in the US?

Someone or company is selling their product/service, why can’t the government go after these people? Seems easy-peasy.

Because Republicans kept voting to block STIR/SHAKEN implementation. For instance, back when the TRACED bill which implemented that passed the House 417 to 3, two Republicans and one Independent who had switched from Republican five months earlier were the three nay votes.

Before that, until it got enough press, Republicans kept saying STIR/SHAKEN would hurt businesses. And they were right, it was designed to stop the spammers running spamming businesses, so yes it did hurt those businesses.

The one guy who voted against it in the Senate? Also a Republican.
