eli5: Why is it so hard to fight robo/spam calls in the US?

Someone or company is selling their product/service, why can’t the government go after these people? Seems easy-peasy.

It’s virtually impossible to pursue crime, let alone harassment, from outside of the country. Since it’s easy to harass people on the other side of the world thanks to digital anonymity, especially if you perceive them to have more than you that they didn’t have to work as hard for, people with no better prospects will do it for personal gain.

If someone paid you like a real job to send spam to corporate CEOs you’ll never meet and who could do nothing to you in return, would you?
