eli5: Why is it so hard to fight robo/spam calls in the US?

Someone or company is selling their product/service, why can’t the government go after these people? Seems easy-peasy.

Because the calls originate from outside US territory and the international telephone system was built so insecurely that it could be manipulated with a toy whistle from a box of Captain Crunch cereal…..

The jurisdiction thing means that robo calling Americans from Russia is a risk free activity.

The nonexistent phone system security means you can make a call from Russia and either spoof the ID or use VOIP to make it appear ‘American’….
