eli5 Why is population growth not going out of control?

Why are populations just growing by 1-2% in some nations?
Shouldn’t it grow far quicker if the average couple has 2/3 kids? Removing 25% from those who don’t want kids.
Should people “nearly double”?

But the average couple doesn’t have 2 to 3 kids in most places. On average, in many countries, it is less than 2, sometimes a lot less than 2 meaning the population will decline once it works it’s way through. People have actually been warning of a population collapse in about 20-30 years. You can see it coming well in advance because that’s how long it takes for these trends to play out.
