Eli5: Why is shelter important when facing harsh conditions like a thunderstorm?

Isn’t the human body able to withstand most situations as long as it does not involve drastic temperature changes abruptly? Does the rain water carry harmful bacteria somehow?

First off, a hard downpour can be unpleasant. Also, the rain can draw more heat from your body than just standing in air will (this is assuming a cold rain).

The big thing, though is that thunderstorms have wind which can blow debris at you, hail which can possibly injure you and lightning, which can possibly fry you.

Not getting cold is important for long term survival. Getting wet easily gets you cold. If you lack other provisions for keeping warm (fire, food, thick clothing), staying dry becomes more important.
