Apparently ship breaking is one of the most dangerous professionals with a lot of casualties. Is it not just a reverse process? Is it laxed H&S in less fortunate countries?

A company building ships will more or less build all their ships according to their tried, tested and formulated plan. Since they are professionals, they will also more likely adhere to expensive safety rules.

Breaking up a ship can be different on every occasion depending on what state the ship is in. This makes it unpredictable and there is no drawn up plan. You don’t need a “professional” so safety measures might not be up to scratch.
