If you have seen a glass prism separate light into a rainbow of colors then imagine the atmosphere being like that. In this case though the light is not spread out into a rainbow but scattered in every direction. Blue light in particular has more energy so it will bounce around hitting the air more than the other colors. Because blue spreads out in every direction it looks like it is coming from every direction so wherever in the sky you look you see blue.
