It would be pretty inconvenient if that date line cut straight through a country, or a city, or a street.

If a country isn’t very big it probably doesn’t care if there’s technically a +/-20min difference in sunlight across it. They’d rather everyone just work to the same time so that business can continue as usual.

Neighboring countries also like to be in the same date/time zone for business/trade reasons.
