Basically, sharks do this when they trying to keep eyes on, and then bite, something at the waters surface, and so they naturally line themselves up at the surface to make their life easier. The fin sticking out of the water is just a side effect.

Against sharks’ normal prey of other fish, who aren’t looking above the water, it doesn’t increase their visibility. It’s only against humans or other land base animals that it makes them more obvious, and that’s because we are not looking underwater for them.
