Because none of the evidence that we have is enough to support any conclusion to a high degree of certainty. Finding the flight recorders would most likely help in establishing what exactly happened, but so far they haven’t been found and it’s doubtful if they ever will be.

They had a hard time approximating where the plane went down (in the ocean) and they didn’t find the black box. Because of that they eventually stopped looking because finding the wreck is expensive with the amount of people looking and the equipment you need to do the searching.

It’s widely accepted that this was another murder suicide flight – to add to a growing list of such incidents over the decades. However to absolutely prove this it is necessary to find the wreck at the bottom of the ocean and hope that the Cockpit Voice Recorder has useable data.

Solving it means understanding why it went down. Accidental reasons can only be understood by finding the wreckage. Deliberate (murder suicide) reasons can be determined if they found lots of evidence in the private life of one of the crew (which they didn’t). So again, they have to find the wreckage.

Finding the wreckage is a lot harder than it seems. The ocean is much bigger than most people realize. They tried but failed.
