ELI5, You know the shimmer that can happen to some displays, while looking at the sky etc? What’s that called? They say its because some pixels can’t catch up to the dark. But why does it also happen in real life while looking at a light or the sky and is it called the same?

It’s hard to explain. For example on a clouded day but bright sky I can focus on an object and then everything around in the sky feels like its flickering. Just silly eyes? Brain? Light? I can see it on displays too or phones and even lights inside

It’s quite subtle but I see it so

Soooo it’s just light moving?

I’ve yet to see it in animated stuff on displays I think?

It can be many things, often times it can just be how what your watching is rendered. Like the example you gave above is actually a known issue in skyrims engine.

Otherwise it would be local setting on your TV/monitor trying to do color correction/low refresh rate.
