[ELI5]I saw a few public drinking water fountains in Italy flowing continuously why is it that way?

Doesn’t it waste water? if not, does the water need purification again.

In Milan we have them because otherwise we’d have too much water flowing underneath the city. It’s not wasteful, the water would flow anyway.
