A couple reasons. You get little itches and tickles all day, and normally deal with them by touching them or rubbing them or scratching them very subtly and subconsciously. You touch your face more often than you realize. When you are unable to physically touch your face then it’s no surprise that you realize that these itches are persisting and bothering you in a manner they usually don’t.
2nd, since you know that you can’t touch your face you are keeping the thought of “I hope my nose doesn’t itch” at the forefront of your mind constantly, and causes you to immediately be aware of itches that you might otherwise ignore if your mind was on normal things.
