FIA regulations for car design are volumes thick, so there’s no way we can even begin to explain them in any kind of detail. Suffice it to say that teams design their cars around these regulations and try to find every small gain that might give them an advantage. Sometimes the engineers find a loophole they can exploit and gain significant advantage, but usually within the season that may be banned.
Some manufacturers, like Ferari and Mercedes, had advantage over the others because they had their own wind tunnels and engine manufacturing capabilities, all very expensive for the other teams, so they had access to a lot of developmental resources. Recently regulations come in to try and ‘democratize’ the development process, limiting wind tunnel time, putting engine limit per season etc.
