When looking out the windscreen they’re further away and mostly moving towards your line of sight, hence they don’t sweep out that much of an angle relative to you in a given amount of time and are easier to track with your eyes.
In contrast, when you drive by them and try to look at them from the side window, they are closer to you and are moving perpendicular to your line of sight, all making for a very fast angular movement which your eyes find hard to track.
