(For the USA) Why is in-state tuition usually a lot cheaper then out-of-state tuition, do they not want people from different states to go to their university, and is this limited to state universities or any universities.

This generally occurs because the citizenry of the state want to encourage education for kids from the state. Kids from out-of-state pay full rate while residents of the state get a discount due to state funding of the institution.
