Same reason a polystyrene block floats on water.
Helium or hydrogen are lighter than air.
So a bag of helium or hydrogen is less dense then air. So it floats.
You can make the bag heavier by strapping something to it, like a place for people to sit and the whole thing might still be less dense than air float.

Basically same way as a hot air balloon, but a bit bigger. The gondola (passenger compartment/engine) is held up by the “blimp” part that’s filled with buoyant gas, and then the rudder and propellers in the gondola allow it to be steared
