They lack some of the chemicals typical shampoos use to break down oils in hair. You’ve probably seen [sodium laureth sulfate](https://en.wikipedia.org/wiki/Sodium_laureth_sulfate) or similar surfactant chemicals on an ingredients list somewhere; those chemicals are effective at cleaning but also irritating to your eyes. Gentler shampoos substitute weaker, but less irritating, surfactants.

Also note that “tear-free” specifically relates to the use of non-irritating chemicals in the formulation and will probably still cause tears at a similar rate as anything else if introduced to the eye, including water, as children usually do not like anything in their eyes.
