EDIT, okay, when I read “Cable Car” I think of the things people go up mountains with. I am not sure if thats what OP is asking about, whoops.

Starting with one relatively light weight cable. They take that cable on the ground aaaallll the way from one end of the cable car to the other end.

Then, they string that light weight cable up, and set up a small trolley/car on it. like a mini cable car.

They then use THAT trolley to pull a move heavy duty cable across the already strung up light weight cable.

Sometimes they have to use more intermediate cables to incrementally pull heavier and heavier cables across.

Rope bridges back in ancient times were built the same way. They couldn’t throw/carry the really heavy thick rope across a gap, but they could throw a light one. So they would tie one end of the light rope to the heavy rope, throw the light rope to other people across the gap, and then use it to drag the heavy rope across.
