I know that quite a number of technologies requires the creation of a vacuum or at least lower atmospheric pressure inside a chamber, whether its a vacuum tube or a refrigerator compressor. The question here is, I know how you can make a vacuum chamber (i.e. mercury pump, turbopump, mercury boiling), but I don’t know how you’ll mass produce it in the first place.

Pumps.
You make a chamber, pump the air out, and seal it shut. With various amounts of complexity in both pump and chamber depending on how low a vacuum you need.
