If you count the vast uninhabitable stretches of jagged cliffs and mountains on the half frozen peninsula that is Norway, then yes, population density is low. If you consider only like 3% is farmable land and 25% of the population live in one city, the picture changes a bit.

Sosial welfare oriented policies makes coming in harder. Education is free meaning the workforce is highly educated. So its hard to compete. High wages causing housing to be expensive because loans are affordable. Strict laborlaws compounds this making jobs more secure making loans less risky and low interest. Everything is highly regulated, immigration being no exception.

Bavarian here. I consider our region as a great place for living too. Our problem is that we can’t get enough living space for more people. New building place is rare and very expensive. For Norway: Historically, the cold has stopped most people from immigrating. Plus back then we weren’t especially rich, so it wasn’t that attractive to live here to begin with. In fact, like a lot of Europe, a ton of us migrated to America back in the day

For modern day, now that we are an attractive place to live because of both richness and the fact that the cold matters a lot less when you have central heating, as most other countries we simply limit immigration through laws, keeping the population relatively stable by weighing up immigrations with our low number of births
