For example the 1970s with macrame decorations, avocado green and neon orange colors. Or the 1980s with teal carpets, all furniture pieces having skirts or having decorative glass walls.

They are basically decided on in retrospect as to what fashion represented the style of the decade which has passed, while the decade is going on it was a mere representation of what sells and what some icons were wearing that tended to set trends.
