Depends; straight DVDs are a disc of plastic covered in a foil that’s then pressed against a negative image mould. Then another piece of plastic is heated and pressed onto this, encasing the foil and melting to the first piece of plastic.

DVD-R and other writeable/rewritable discs have a layer of ink on the foil and another layer of a different type of plastic sandwiched in there so that the pits in the foil can be smoothed over and re-pitted as needed.
