Heat Index is calculated by using the current air temperature and relative humidity. There are two formulas, but typically people use a chart to determine the HI.
As an example, the [NOAA has a chart](https://en.wikipedia.org/wiki/Heat_index) that shows if the current air temperature is 90° F / 32° C with a relative humidity of 70% the heat index would be 105 °F / 41 °C.
Wind Chill is calculated to show the difference between the current air temperature and the impact on body temperature with the flow of cold air. Just like when you open the refrigerator you feel a cold blast. That is the same concept but on a much larger scale.
It’s calculated using different equations based on your geographical location’s approach typically based on the temperature measurement (Fahrenheit versus Celsius).
Using the air temperature and wind speed you can determine the current wind chill.
