movies were shot on film so it’s just a matter of scanning the film at a higher resolution
video games are a little different, you can easily adapt a game to run at a higher resolution, but if the textures are low quality you are going to notice, so you usually need to remaster all the textures to a higher resolution so it actually looks good, as well as the 3D models so they look adequate in a higher resolution image rather than straight polygons
Most of the film even dating back to the 1930s was done on cameras that could capture 4K resolution. But we never had a viewing device of any kind that could project that resolution onto a screen. When we finally did, that 4K film was just sitting on a shelf ready to be developed again. Video games are totally different. They have to be deliberately remade, with all brand new textures. They basically keep all the structure of the game but start from scratch with the visual asset library.
