Through very careful planning.
For example let’s say you’re replacing the sewer in the middle of a road that normally has parking on both sides. Maybe there’s enough space to cone off the middle of the road, temporarily ban parking, and divert cars around the work zone (so they’re driving where cars would normally park.) If that’s not possible, maybe you can get a single lane of traffic through, and then you need to use traffic control personnel to tell drivers when it’s their turn to go.
On larger projects like a highway reconstruction, sometimes you even have to pave a temporary driving surface on one side of the road, so that you can work in the main area. It really depends on the job.
