When I receive some calls they’re labeled “fraud likely” or “potential scam” in place of a name usually would be. Who labels them like that? I’m assuming it’s not the scammers themselves.
Your phone company and/or phone operating system can do this, based on hueristics and databases of known scam numbers.

Either your dialer app pulling from a service such as Google providing a list of reported bad numbers, or the phone network itself (using STIR) informing you that the caller is calling without a verified caller ID number.
