How are speed limits of roads determined?

It primarily depends on the zones in which the road goes through. Residential zones have lower speed limits, densely packed and older commercial zones have very low speed limits, and modern commercial zones have higher speed limits. Other roads speed limits are determined by its size, number of intersections and how much traffic it receives.
