How are vibration functions created in electrical devices (cell phones, sex toys, etc.)?

Put a couple of quarters in an empty pill bottle. Now shake it back and forth a little. The mass of the coins moving around will “effectively shake” the bottle. So basically to cause shaking you need to move mass.
Have a standard motor with a mass off to the side of the shaft and turn it on. Get a shake. Have a mass on the end of a solenoid and turn it on and off. Get a shake. Raise and drop a mass, get a shake. Basically any way you can move a mass in a way that isn’t smooth you will get a shake.
