When you see someone say “80% relative humidity” that just means the air is at 80% capacity of how much water it can hold. At 100% evaporation will be essentially stopped, while at 0%, condensation cannot occur. For reference, maximal humidity doesn’t really go over 5% of the actual composition of the air.
